Kevin was born in Minneapolis in 1955 and graduated from Anoka High School in 1973. At 10 years of age at his home church, the  Christian and Missionary Alliance Church of Nowthen, MN his mother lead him to the Lord on a Sunday morning at the close of the worship service.  While attending Big Sandy Camp in McGregor, MN as a high scool sophmore Kevin fully surrendered his life to the person and work of the Holy Spirit and felt God calling him into the ministry.  Rev. Norton graudated with a BA of Bible and Theology from Crown College (formerly St. Paul Bible College) in 1980.

Kevin served C&MA churches in Bena. MN from 82-87, Sisseton & Peever, SD 87-91, Duluth, MN 92-00, and he is now serving at the Hibbing Alliance Church in Hibbing, MN. Kevin became a chaplain with the St. Louis County Law Enforcement Chaplaincy in 1993 while living in Duluth. He also was one of the men instrumental in activating the chaplaincy in North St. Louis County in 2004. Kevin also served as an consultant to help establish a chaplaincy program with the Burnett County Sheriffs Office of Wisconsin in 2002. They presented him with a honorary life time chaplaincy membership of their organization. 

Chaplain Norton was appointed as the SLCLEC Executive Director in 2012. His responsibilities include building relationships county wide with law enforcement agencies, churches and SLCLEC chaplains. For the purpose of chaplain recruitment, public awareness, and fundraising.

Kevin was married to Darcie in 1975, has four children and 10 grandchildren. He is a member of the International Conference of Police Chaplains, has earned their Diplomate Chaplain certification and is an ICPC instructor for the 12 Basic Courses.
